Subject: Scorekeeper and 2nd Referee Info for 2005/06
SCOREKEEPING AND REFEREE REQUIREMENTS
IN THE IROQUOIS-EMPIRE VOLLEYBALL ASSOCIATION (IREVA)
2005-2006
It is IREVA policy that every team must provide at least one certified
scorekeeper and one certified 2nd referee to participate in an
IREVA-sanctioned tournament after January 31
of each season. Prior to
January 31 of each season, it is recommended that each team have a
"capable" scorekeeper and 2nd referee.
Free scorekeeping and referee
clinics are held across the region, typically during November through February.
IREVA is moving towards using "Fellowship Events" as the preferred mechanism to provide
clinics to IREVA Junior members, which combine classroom clinic training in conjunction with
an opportunity to take the required test and keep score at the ensuing scrimmage matches.
Mike Wingard is coordinating Fellowship Events this
season.
IREVA has moved to on-line clinics for certification of 2ND referees and is moving
to on-line clinics for re-certification of experienced scorekeepers.
Questions or requests to hold non-Fellowship clinics should be directed to the IREVA
Scorekeeping Chair, Karen Roth.
Questions about the on-line 2ND referee clinic should be sent to the Referee Chair,
Paul Vink-Lainas.
BECOMING INITIALLY CERTIFIED AS PROVISIONAL SCOREKEEPER
- Attend scorekeeping clinic in its entirety and make sure your
name is on
the attendance sheet.
- Take scorekeeping Test B and send it to your clinician to be
graded.
Pass with an 80%.
- Send copy of two-game scoresheet(s) to your scorekeeper
clinician.
- Clinician sends your name to the scorekeeper chair
After your first year, you only have to attend a clinic every other
year!
Off-year - the year after you take a clinic:
- Register by contacting scorekeeper chair of your intent to be a
scorekeeper for the season (email to IREVA Scorekeeping Chair (Karen
Roth) at scorekeeper@irevavolleyball.org
- Take and pass on-line scorekeeper's TEST C at
www.yankee.org/scorers/usavtest/
- Password for on-line test 2005-2006 is IEK496S, and the region
is IROQUOIS - Karen Roth
- Your USAV certification level is normally Provisional, not
Junior (IREVA does not use Junior)
- Correct the on-line test if you get any wrong answers back in an
e-mail (if you do not get an e-mail - your test did not get to the scorekeeper
chair)
On-year - the year you must take a clinic:

- Take and pass on-line scorekeeper's TEST (see above)

UPGRADING CERTIFICATION TO REGIONAL SCOREKEEPER
- Achieve status and maintain Provisional Scorekeeper
certification for two consecutive years.
- Arrange to have an onsite rating at an IREVA tournament by a
qualified scorekeeper clinician.
- Pass the rating.
- Send the rating sheet to the scorekeeper chair.
MAINTAINING CERTIFICATION AS REGIONAL SCOREKEEPER
- Take and pass on-line scorekeeper's Test C (see above)
- If you became a Regional Scorekeeper in 2004/05, or renewed your
Regional scorekeeper certification via the on-line test, you should have
received notification as such, and that your certification is good for
two seasons, i.e. through 10/31/06. Per current IREVA policy, that
certification is actually good until 01/31/07. You need do nothing more
for 2005/06 (but you may re-take the test at your option and extend your
certification for an additional year.)

2ND REFEREE CERTIFICATION
Junior players are strongly encouraged to get their certification
completed at a fellowship clinic. Contact Mike Wingard
mlwingard@cs.com.
for the next available fellowship clinic.
After completing the fellowship
clinic, players must go on-line to www.spw.com/ie/clinic.html and
complete an on-line registration form to finish their certification
process. Once attendance at a fellowship clinic has been verified, only
then the player's name will appear on the list of certified 2nd
Referees.
Adult players will no longer need to travel to attend a referee clinic.
The clinic can now be completed online to
www.spw.com/ie/announce_onlineclinic.htm. Just read through the
clinic material and take a short (10 question quiz) and you'll be ready
to be your team's second referee.
2004-2005 and 2005-2006 Rule changes that affect Scorekeeping
2005-2006 Editorial Clarifications:
- Rule numbers and wording were changed to match the Official Volleyball
Rules for 2005-2008 as revised by the FIVB.
- Coaches, captains and referees do not sign the scoresheet before
or after the match. However, the referees are still required to check the
scoresheet for accuracy. The R1 may sign the scoresheet in the place
provided at the bottom of the RESULTS section, although he/she is not
required to sign.
- USAV 22.1 - For all USAV competition, The Assistant Scorer is a
compulsory member of the refereeing corps. (USAV 22.1). The Assistant
Scorer's primary responsibilities are to 1) track Libero and 2) operate
the visible scoreboard or flip cards, ensuring that the score on the
scoreboard agrees with the official scoresheet.
2004-2005 Rule Changes (see note #1 above!):
- Rule 4.1.2, 20.1.3 - The Libero cannot be the game or team captain.
- Rule 8.2 - Exceptional substitutions do not count as one of the 12
allowable team substitutions.
- Rule 15.7 - The (exceptionally) substituted injured player is not
allowed to reenter the match.
- Rule 16.3.2 - Only one request for substitution (per team) can
be made during a dead ball, even if a time-out is taken.
* USAV 16.3: This is a change for 2005. The FIVB interpretation
limits player(s) substitutions to one request during a game interruption. A
subsequent request(s) by the same team during the same game interruption
will result in an improper request.
* USAV 16.3: A delay in substitution results in refusing the request
for that substitution. No additional request for substitution from that team
may be made until the next interval when the ball is out of play.
- Rule 16.6.3, 17.2.1, 22.4.2
* Sanctions for players and team would be for the match (not set).
* USAV 16.6.3: An improper request includes a player substitution
that would result in a wrong position entry. This is a change for 2005.
Improper requests remain in force for the match.
* USAV 17.2.1: This is a change for 2005. Team delay sanctions
remain in effect for the entire match.
* USAV 22.4.2: This is a change for 2005. Individual sanctions
will be in force for the match.
- Rule 20.1.2 The Libero must be recorded on the scoresheet before the
match in the special line reserved for this. His/her number must also be
recorded on the line-up sheet of each set.
Please also note: In some other volleyball associations, the Libero can
serve. This is NOT the case yet in USAV.
